Abstract: The European Union's Audiovisual Media Services Directive (AVMSD) lays down a minimum set of common rules for the audiovisual media in what has increasingly become a "single European TV market," covering aspects like advertising and protection of minors. The AVMSD governs EU-wide coordination of national legislation on all audiovisual media, both traditional TV broadcasts and on-demand services, in areas that include: incitement to hatred; accessibility for people with disabilities; principles of jurisdiction; promotion and distribution of European works; commercial communications; and the protection of minors. The Directive facilitates EU coordination aimed at providing rules to shape technological developments; creating a level playing field for emerging audiovisual media; preserving cultural diversity; safeguarding media pluralism; combating racial and religious hatred; and guaranteeing the independence of national media regulators. In full, the AVMSD is called "Directive 2010/13/EU of the European Parliament and of the Council on the coordination of certain provisions laid down by law, regulation or administrative action in Member States concerning the provision of audiovisual media services".
