Title: Recommendation CM/Rec(2011)7 of the Committee of Ministers to member states on a new notion of media

Abstract: The Committee of Ministers of the Council of Europe adopted this Recommendation on 21 September 2011, at the 1121st meeting of the Ministers’ Deputies. The Recommendation observes that developments in information and communication technologies and their application to mass communication have led to significant changes in the media ecosystem, and that new actors such as content aggregators, application designers, user-producers and various “intermediaries”, have assumed functions in the production and distribution process of media services which, until recently, had been performed only (or mostly) by traditional media organisations. Media-related policy must therefore take full account of these and future developments, embracing a notion of media which is appropriate for such a fluid and multi-dimensional reality, and developing a "graduated and differentiated" response. All actors who operate within the new media ecosystem should be offered a policy framework which guarantees an appropriate level of protection and provides a clear indication of their duties and responsibilities in line with Council of Europe standards. The Committee therefore issued this set of detailed guidelines on what actions to undertake and what criteria and indicators to apply, what rights to establish or maintain, and what standards to uphold.
