Abstract: This Declaration, adopted by the Committee of Ministers on 13 January 2010 at the 1074th meeting of the Ministers' Deputies, observes that the promotion of the respect of Article 10 of the European Convention on Human Rights is a priority area for Council of Europe action and requires the active support and co-operation of all member states. Therefore, the Committee of Ministers, in this Declaration, welcomes the proposals made by the Steering Committee on the Media and New Communication Services (CDMC) to increase the potential for Council of Europe bodies to promote such respect. In line with the proposals, the Committee of Ministers invites the Secretary General to make arrangements for improved co-ordination and information-gathering and -sharing between the different Council of Europe bodies; calls on all member states to co-operate with the Council of Europe bodies in ensuring compliance of national law and practice; and invites the Secretary General to evaluate the effectiveness of these arrangements within three years.
