Abstract: This recommendation, adopted by the Committee of Ministers on 30 October 1997 at the 607th meeting of the Ministers' Deputies, highlights the positive role which the media can play in fighting against intolerance and fostering the understanding between ethnic, cultural and religious groups, and states that professionals in the media sectors (from editors, programme makers and journalists to proprietors and advertisers) can take measures to promote tolerance and understanding. Such measures could take shape at the level of schools of journalism, within media organizations, or in the conduct of journalism. With this in mind, the recommendation includes an appendix which sets out professional practices conducive to the promotion of a culture of tolerance in the fields of training, reporting and portrayal, codes of conduct, multicultural media services and content, and advertising. The recommendation calls on member states to raise awareness of such beneficial practices and measures among the press and broadcast media, new communications and advertising sectors, regulatory and self-regulatory bodies, schools of journalism and media training institutes in their country, and to support initiatives which pursue them.
