Abstract: This recommendation, adopted by the Committee of Ministers on 19 January 1999 at the 656th meeting of the Ministers' Deputies, sets out a range of measures to promote media pluralism, which member state governments should consider including in their domestic law or practice. It also recommends governments to evaluate on a regular basis the effectiveness of their existing measures to promote pluralism and/or anti-concentration mechanisms and examine the possible need to revise them in the light of economic and technological developments in the media field. The measures, drawn up in an appendix, concern the regulation of ownership in broadcast media and the press, including through imposing maximum ownership limits and creating specific regulatory authorities to guard against media concentration; the redistribution of the frequency spectrum and allocation of communication resources as a result of digitisation; the use of licensing and frequency regulation to ensure diverse programming content and prevent a dominant position by any one broadcaster; the support and accountability of public service broadcasters; direct or indirect financial support for print and broadcast media, in particular at the regional and local levels; and the support of scientific research in the field of media concentrations and pluralism.
