Title: Declaration of the Committee of Ministers on the guarantee of the independence of public service broadcasting in the member states

Abstract: This declaration, adopted by the Committee of Ministers on 27 September 2006 at the 974th meeting of the Ministers’ Deputies, reiterates its firm attachment to the objectives of editorial independence and institutional autonomy of public service broadcasting organisations in member states. The declaration was spurred in part by the recommendation on public service broadcasting that was passed by the Parliamentary Assembly of the Council of Europe in 2004, which noted that the independence of public service broadcasting was still not firmly established in a number of member states, and the texts adopted at the 7th European Ministerial Conference on Mass Media Policy (Kyiv, March 2005), where the participants requested that the Council of Europe “monitor the implementation by member states of Recommendation No. R(96)10 [..] on the guarantee of the independence of public service broadcasting". The declaration calls on member states to fully implement that recommendation as well as the guidelines that were appended, especially concerning the changes created by the information society, and to provide the legal, political, financial and technical means to ensure genuine editorial independence and institutional autonomy of public service broadcasting organisations and remove any risk of political or economic interference. The declaration is accompanied by an appendix which presents an overview on the independence of public service broadcasting organisations and the implementation of Recommendation R(96)10 in the member states, which reviews the implementation and safeguarding of the legal framework governing public broadcasters, the public service remit, the editorial independence of public broadcasters, their funding, employee protection, and openness, transparency and accountability.
