Abstract: This recommendation, adopted by the Committee of Ministers on 7 November 2007 at the 1010th meeting of the Ministers’ Deputies, revises Recommendation R(99)15 on measures concerning media coverage of election campaigns - a revision, the recommendation notes, made necessary by the development of information and communication technology and the evolving media landscape. Like the preceding recommendation, it sets out a range of principles regarding the coverage of election campaigns by the media, and urges member states to adopt measures to implement these principles in their domestic law or practice. The recommendation provides a set of general principles, including non-interference by public authorities; protection against attacks, intimidation or other types of unlawful pressure on the media; editorial independence; professional and ethical standards of the media; transparency of, and access to, the media; and the right of reply, and addresses the treatment of opinion polls and the approach of media owned by public authorities. Additional measures specifically concerning broadcast media set out a general framework as well as measures to ensure that news and current affairs programmes are fair, balanced and impartial and that no privileged treatment is given to public authorities, stipulating that the same principles be applied regarding the non-linear audiovisual media services of public service media. They also again tackle the issues of paid political advertising and free airtime for political parties/candidates on public service media.
